Certificate III in Maritime Operations (Marine Engine Driver Grade 2 Near Coastal) Certificate 3 Guarantee
Pursue a career in maritime engineering with our Certificate III in Maritime Operations (Marine Engine Driver Grade 2 Near Coastal). This qualification equips you for roles such as chief engineer on vessels with inboard engines up to 750 kW, unlimited outboard propulsion power, or as a second engineer on vessels with inboard engines up to 1500 kW. Additionally, it prepares you to assist in engine room tasks under supervision on vessels with inboard engines up to 3000 kW, marking a key step towards an AMSA certificate of competency in diverse maritime engineering capacities.
This qualification is required to obtain an AMSA certification as a Marine Engine Driver Grade 2 Near Coastal NC as defined in the National Standard for Commercial Vessels (NSCV) Part D and Marine Order 505.
This program is supported under the Queensland Government Certificate 3 Guarantee Program. Eligible students may undertake this program utilising Certificate 3 Guarantee funding. This qualification applies to people working in maritime industry seeking an Australian Maritime Safety Authority (AMSA) certificate of competency in the capacity of:
- Chief engineer on a vessel with an inboard engine with propulsion power <750 kW.
- Chief engineer on a vessel with an outboard engine of unlimited propulsion power.
- Second engineer on a vessel with an inboard engine with propulsion power <1500 kW.
- Assist an engineer in any tasks that may be required on board while working under the general supervision of the person in charge of the vessel’s engines.
- Work in the engine room of a vessel with an inboard engine with propulsion power <3000 kW.
This qualification is offered over a 12-month period through a blended delivery model of face-to-face and online training and assessment. The face-to-face component is delivered over a seven-day workshop, including classroom training, onboard training, firefighting simulations, and safety at sea drills. Prior to commencement of the face-to-face component of the course, online pre-learning and formative assessment activities must be completed. You will have online support from trainers and assessors throughout the duration of the course.
Please note: You are welcome to attend more than one face-to-face workshop during the 12-month program if you would like extra learning or if the trainer and assessor has identified that you need extra time in order to gain competence. Extra workshops incur no further costs and are included in your original course fee/s.
Face-to-Face Workshop
The face-to-face component of this course is delivered over a seven-day workshop. During the seven days you will complete training with formative and summative assessment activities in the following environments:
- Classroom
- On board vessels ranging from 5 to 18 metres
- Firefighting simulations
- Safety at sea drills in sheltered waters
- Engineer workshop
Online Activities
These consist of:
- Multiple choice and other formative assessment questions
- Reading learning materials
- Reviewing slideshows and videos
- Video, email, text and phone conversations with Trainers and Assessors
You will need a computer or tablet with internet access for the online components of this program.
Other resources that you will require for workshop days include:
- Fire training: Long pants, long sleeved shirt and closed shoes MUST be worn. Personal Protective Equipment (P.P.E.) will be provided by PTG - Eye protection, gloves et cetera.
- Safety at sea: Swimwear and towel are required. You may consider bringing a spare change of clothes. Sunscreen MUST be worn for "Safety at Sea" units.
- Vessel handling: Students MUST wear appropriate clothing and enclosed footwear at all times while on training vessels.
These resources are not included in the course fee and must be purchased or provided separately.
In order to successfully complete this qualification and gain your Certificate III in Maritime Operations (Marine Engine Driver Grade 2 Near Coastal), you must demonstrate competency in all unit knowledge and skill requirements. If you are unable to demonstrate competency in any of your unit activities or during the seven-day face-to-face workshop, you will be invited to attend further workshops where you will be provided with support and further opportunities, for practice and to demonstrate the required competencies.
Pathways you may take from this qualification include:
- MAR30921 - Certificate III in Maritime Operations (Master up to 24 Metres Near Coastal)
- MAR40620 - Certificate IV in Maritime Operations (Master up to 35 Metres Near Coastal)
- Credit Transfer: If you have completed any single or multiple units in this qualification and can provide evidence in the form of a certificate and transcript issued by a Registered Training Organisation (RTO) or educational body, you may be eligible for credit transfer. You should consult with PTG for advice on this process.
- Recognition of Prior Learning: RPL recognises your existing experience gained through life or work for which you may not have obtained a formal qualification. If you are able to supply valid, sufficient, current and authentic evidence of having the skills and knowledge required for any or all of the required units for this qualification, you may be eligible for RPL and should consult with PTG for advice on this process.
This qualification is made up of 17 units of competency:

- MARB031 Maintain marine internal combustion engines, propulsion plant and auxiliary systems
- MARB032 Undertake basic maintenance of electrical systems
- MARC033 Complete engine room tasks
- MARC034 Maintain hull out of water
- MARC035 Operate and maintain extra low and low voltage electrical systems and equipment
- MARC036 Operate deck machinery
- MARC039 Operate marine internal combustion engines, and propulsion and auxiliary systems
- MARC040 Manage fuel systems
- MARC041 Operate and monitor marine internal combustion engines, propulsion plant and auxiliary systems
- MARC042 Operate electrical systems
- MARF027 Apply basic survival skills in the event of vessel abandonment
- MARF028 Follow procedures to minimise and fight fires on board a vessel
- MARF029 Meet work health and safety requirements
- MARF030 Survive at sea using survival craft
- MARJ006 Follow environmental work practices
The Marine Engine Driver Grade 2 Near Coastal Certificate of Competence is issued by Australian Maritime Safety Authority (AMSA). In addition to your successful completion of the MAR30821 - Certificate III in Maritime Operations (Marine Engine Driver Grade 2 Near Coastal) with PTG, to successfully gain your Marine Engine Driver Grade 2 License you will also need to:
1. Obtain qualifying sea service –With an approved AMSA Task Book
- at least 180 days qualifying sea service on a commercial vessel with inboard diesel propulsion power ≥150 kW;
- at least 90 days qualifying sea service on a commercial vessel with inboard diesel propulsion power ≥150 kW while holding a workshop skills equivalent qualification.
With an approved AMSA Task Book
- at least 360 days qualifying sea service on a commercial vessel with inboard diesel propulsion power ≥150 kW;
- at least 180 days qualifying sea service on a commercial vessel with inboard diesel propulsion power ≥150 kW while holding a workshop skills equivalent qualification.
2. Complete an AMSA Mandated Practical Assessment (AMPA).
3. Complete Certificate of Competency Application, AMSA form 426.
4. Complete a Certificate of Medical Fitness for a Marine Qualification, AMSA document 1850.

How do you Complete the AMPA?
If you are a new Paradigm learner enrolling into a Maritime qualification and have selected the option to complete an AMPA, you will have the opportunity to do so as part of your seven-day maritime training and assessment workshop. (Please note, the seven days are a minimum requirement). If you have previously completed a maritime qualification with another RTO and would like to complete an AMPA for MED 2 the following will apply:
Attend a maritime training and assessment workshop for a minimum of two days, where you will be assessed against the required competencies.
If during the initial assessment you are found to be Not Yet Competent, you will have the opportunity to;
- Remain for the rest of the workshop and continue your assessment until found competent, OR
- Book in to a later workshop and be re-assessed.
The ICoC is a 60-day interim license issued by PTG to seafarers who have successfully completed their licensing requirements. To complete your ICoC you are required to book an appointment with PTG to have your documents checked and verified. The Certificate 3 Guarantee supports eligible individuals to complete a certificate Ill qualification and increase their skills to move into employment, re-enter the workforce or advance their career. The principal aim of Certificate 3 guarantee is to provide eligible Queensland residents without a Certificate Ill or higher qualification, opportunity to complete a nationally recognised qualification that may lead to:
- Employment for individuals wanting to enter or re-enter the workforce in their chosen field; or
- Advancement in the workplace or career progression for individuals already employed in their chosen field.
Certificate 3 Guarantee Eligibility Criteria
To be eligible for the Certificate 3 Guarantee you must:
- Be aged 15 years or over and no longer at school (with the exception of VET in School (VETiS) students - see the VETiS Fact Sheet for more information).
- Permanently reside in Queensland (Proof of residency is required upon enrolment).
- Be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency or a New Zealand citizen.
- Not hold and not be enrolled in a Certificate Ill or higher-level qualification/s (not including qualifications completed at school and foundation skills training).
It is a requirement that all student wishing to enrol in this course under the Certificate 3 Guarantee program complete a short Language Literacy and Numeracy (LLN) Exam.

Co-Contribution Fees
- Non-concessional: $1,340.00
- Concessional: $770.00
Concessional Co-Contribution
To be eligible for concessional funding you must provide evidence that you:
- Hold a Health Care Card or Concession Card issued under the Commonwealth Law or
- Proof of a partner or dependent who holds a Health Care Card or Concession Card and that you are named on that card.
AMPA Fee (optional* - dependent on license requirement): $500.00.
$500.00 is due upon enrolment for those wishing to undertake the AMSA Mandated Practical Assessment (AMPA) and gain a low complexity interim certificate of competency (ICoC).
ICoC Fees: $100.00.
Where the AMPA application fee has been paid ($500.00 as above) the ICoC fee is included. Where the AMPA fee was not paid as part of an enrolment process, the ICoC fee payable is $100.00 upon booking your ICoC appointment with PTG.

*Payment of the AMPA fee is required for participation in an AMSA Mandated Practical Assessment and to receive a certificate of competency from AMSA. The fee must be settled in full before the assessment.
The initial enrolment form submitted will be considered tentative until such time as all eligibility documentation is reviewed. Once this process is finalised the enrolment will become active with full access to the course content through the student portal.
When completing the online enrolment form, you will be prompted to upload supporting documents which include:
- Identification (e.g. Queensland drivers' license, passport, proof of age card, etc.).
- Proof of residency in Queensland (e.g. back of license, electricity bill etc.).
- Eligibility for concession (e.g. Health care card or concession card issues under Commonwealth Law.
- Australian or New Zealand Citizenship (where required).
